How To Register
- REGISTRATION:
- All students who are new to the district must make an appointment to register at the Robins Administrative Building.

- Complete the Registration Packet below prior to your appointment.

- DOCUMENTATION:
- (1) Proof of Birth Date: Birth certificate (copy).
- (2) Proof of Address: A current utility bill or other official document showing the parent/guardian’s name and address, such as a phone bill or Northwestern Energy bill.
- (3) Current Immunization Records: Required for students in all grade levels at the time of registration.
- OUT OF DISTRICT STUDENTS:

The District will review a student’s records from previous school districts before approving admission. The review of records and any decisions regarding admission will be consistent with district policies regarding nondiscrimination. Any priority given among applications will be based on rational criteria that prioritize the quality of education for students who are residents of the district and the obligations of resident taxpayers. All out-of-district enrollment requests will be presented to the School Board for final approval.

- IMMUNIZATIONS:
- Immunization will include written proof of immunization or notice of a religious or medical reason for exemption. State law requires immunization for diphtheria, tetanus, whooping cough, polio, measles and rubella. Middle and high school students must also have proof of two measles, mumps and rubella immunizations before they can attend classes.
- SPORTS PHYSICALS:
- Physicals are not required for students in grades K–5. However, a physical examination is required for middle school and high school students who participate in athletics. Physicals must be completed before the student begins the athletic activity.
- STUDENT AGE QUALIFICATIONS:
- A child entering kindergarten must be 5 years old on or before September 10.
- A child entering first grade must be 6 years old on or before September 10.

FERPA RIGHTS
The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of age (“eligible students”) certain rights with respect to the student’s education records:
Parents will receive annual notice of their FERPA rights. This appendix is intended only as a summary of such rights. Parents generally have the following rights:
- The right to inspect and review the student’s education records within 45 days of the day the District receives a request for access. Parents or eligible students should submit to the school principal a written request that identifies the record(s) they wish to inspect. The principal will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.
- The right to request the amendment of the student’s education records that the parent or eligible student believes are inaccurate or misleading. Parents or eligible students may ask the District to amend a record that they believe is inaccurate or misleading. They should write the school principal, clearly identify the part of the record they want changed, and specify why it is inaccurate or misleading. If the District decides not to amend the record as requested by the parent or eligible student, the District will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing.
- The right to consent to disclosures of personally identifiable information contained in the student’s education records, except to the extent that FERPA authorizes disclosure without consent. One exception which permits disclosure without consent is disclosure to school officials with legitimate educational interests. A school official includes a person employed by the school or school district as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel) or a person serving on the school board. A school official also may include a volunteer, contractor, or consultant who, while not employed by the school, performs an institutional service or function for which the school would otherwise use its own employees and who is under the direct control of the school with respect to the use and maintenance of PII from education records, such as an attorney, auditor, medical consultant, or therapist; a parent or student volunteering to serve on an official committee, such as a disciplinary or grievance committee; or a parent, student, or other volunteer assisting another school official in performing his or her tasks. A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility.
- Upon request, the school district discloses education records without consent to officials of another school or school district in which a student seeks or intends to enroll, or is already enrolled if the disclosure is for purposes of the student’s enrollment or transfer.
- The District classifies the following as Directory Information: a student’s name, address, telephone number, electronic mail address, date of birth, participation in officially recognized activities and sports, weight and height of members of athletic teams, photographs, dates of attendance, and honors and awards received in school. School officials may release this information to any person without the consent of the parents or the student. Any parent or eligible student who objects to the release of any or all of this information without his consent must notify, in writing, the principal of the school where the records are kept by October 1 of this school year, or within 10 working days following enrollment if enrollment takes place after October 1 of this school year. The objection must state what information the parent or student does not want to be classified as Directory Information. A parent has the right to provide a limited opt-out of directory information, which could include but is not limited to the District’s disclosure or sharing of student photographs or images. If no objection is received as required above, information designated above will be classified as Directory Information until the beginning of the next school year.
- Copies of the complete FERPA Policy adopted by the District may be obtained from the Superintendent’s Office or from the Principal’s Office of each school within the District.
- The right to file a complaint with the U.S. Department of Education concerning alleged failures by the Capitan Municipal School District to comply with the requirements of FERPA. The name and address of the Office that administers FERPA are:
